The FDB Export Document Program issues export certificates to licensed or registered CDPH firms, who wish to export their products to other countries, pursuant to the Health and Safety Code Sections 110190-110240. This authorizes a person who ships to another country to request export documents, which states that CDPH does not object to the sale of food, drugs, devices, or cosmetics in California, or the shipment of the product to another country.

Food & Drug Branch (FDB) Export Certificates

FDB Export Certificates are documents that certify that a firm is registered or licensed with the California Department of Public Health, Food and Drug Branch (CDPH-FDB), and has been inspected by CDPH-FDB to assure its compliance with the applicable provisions of the Federal Good Manufacturing Practice Regulations, adopted under California law. The FDB Export Certificate also serves as an official attestation from the department that the product(s) is manufactured or produced in the State of California.

FDB Exports issues the following certificate types: Free Sale/Export, Distributor, and Manufacturer. To apply for a certificate, applications can be submitted electronically through the Export Document Application (EDA) system, or in paper form (CDPH 8582). Note: If applying electronically, applicants must request an online user account. Note: You must obtain a CDPH license/registration number before submitting an application to FDB Exports. If you do not have a CDPH license/registration number, please call (916) 650-6500, and asked to be transferred to the Processed Food Registration desk.

Licensed hospices participating in the Palliative Care Pilot Program (PCPP) are required to complete and submit a Palliative Care Pilot Program Data Report pursuant to Health and Safety Code section 1747.3(d), through the California Department of Public Health's reporting website. This report is due annually, on or before April 30 of 2022, 2023, 2024, and 2025.

A New Export Document Website is Coming in 2024!

The Food and Drug Branch (FDB) of the California Department of Public Health (CDPH) is in the process of revising the online Export Document Application (EDA) system.

The new EDA system, which will be made available in the coming months, is designed to streamline the process of applying for an Export Certificate. This will significantly improve your experience and make it easier for licensed or registered CDPH firms wishing to export their products to other countries.

In addition to the revised application process, there will also be a new way to log into the system. This change is aimed at enhancing security and making the system more user-friendly. More details about how to log in will be communicated soon.
